Modernizing Subsoil Use: Kazakhstan Chamber of Mines Hosts High-Level Dialogue on Legislative Reforms
Round table on changes to subsoil law. November 2025. The Kazakhstan Mining Chamber, in conjunction with Nurikon, held a round table on changes to the Subsoil Code and current issues of interaction with state authorities. The Director of the Subsurface Use Department of the Ministry of Industry and Mining of the Republic of Kazakhstan reported on the changes in legislation adopted by the Mazhilis of the Parliament and the timing of their introduction, highlighting the most sensitive issues for geological exploration and mining companies. In addition, specialists from the National Geological Service demonstrated the work of the Unified Subsurface Use Platform (EPN). During the direct dialogue, systemic problems were discussed and ways to solve them were developed. The Ministry of Water Resources and Irrigation of the Republic of Kazakhstan, along with demonstrating the National Water Resources Information System, provided recommendations on the enforcement of the new Water Code. In addition, specialists from the Mazhilis apparatus explained issues related to land legislation. The moderator of the round table, President of the Kazakhstan Mining Chamber Ruslan Baimishev, noted that the format of such quarterly direct discussions initiated by the Chamber serves as a useful platform for developing balanced decisions for state bodies and helps companies solve their current tasks.
